Structure of UIDAI Authority

Dr Anand Deshpande Founder, Chairman and Managing Director of Persistent Systems

Dr Anand Deshpande has been appointed as a part-time member of the Unique Identification Authority of India (UIDAI).

He is the Founder, Chairman and Managing Director of Persistent Systems, B.Tech. (Hons.) in Computer Science and Engineering from IIT, Kharagpur and M.S. and PhD in Computer Science from Indiana University, Bloomington, Indiana, USA. Since its inception in 1990, he has been a driving force in developing Persistent Systems into the publicly traded global company it is today.

Dr. Saurabh Garg, CEO, UIDAI

Dr Saurabh Garg is the Chief Executive Officer of the Unique Identification Authority of India. Before this, he was the Principal Secretary, Agriculture and Farmers’ Empowerment, Odisha, where he worked on digitizing agriculture and developing a direct income transfer scheme for farmers. He has worked in the Ministry of Finance, Government of India, where he led the formation of the National Investment and Infrastructure Fund (NIIF); worked on reforms in foreign direct investment (FDI) policies; Created a framework for digital payments; Led negotiations for reform of gold sector policies and Bilateral Investment Treaties (BITs). He has been a member of Expert Committees/Working Groups on ‘Social Stock Exchanges’ constituted by the Ministry of Finance, NITI Aayog, RBI and SEBI; ‘Integration of Commodity Spot and Derivatives Markets’; ‘Promotion of digital payments; and ‘Framework concerning virtual/cryptocurrencies. He has also worked in the areas of urban and industrial infrastructure development.

Dr Garg is an IAS officer of the Odisha cadre and has more than 30 years of experience in various levels of Government – District, State and Central Government as well as in the private sector. He has also served as an advisor to the World Bank in the Office of the Executive Director of India in Washington DC. He has been the Chairman/Managing Director of Public Sector Companies.

Dr Garg did his PhD in International Economics and Development from Johns Hopkins University, USA. He has done an MBA from the Indian Institute of Management, Ahmedabad, where he was awarded a Gold Medal and a B.Tech. from the Indian Institute of Technology, New Delhi. And he was a Chevening Gurukul Fellow at the London School of Economics and Political Science, London.

He has published articles and contributed books in various fields including innovations in governance, infrastructure financing and financial inclusion.

Headquarters (Headquarters)

At Headquarters, the CEO is assisted by seven Deputy Director Generals (DDGs), Joint Secretary level officers to the Government of India, in charge of various wings of UIDAI.
